Relining is usually sold as the alternative to digging, and it is that. A resin sleeve is drawn through the pipe you already have and cured hard in place, sealing whatever was wrong with it, and nothing on the surface gets touched.
There is a second use for it that fits this suburb better, and it comes up after a line has had set material cut out of it. Plaster, adhesive and concrete washout do not simply sit inside a pipe. They key into whatever texture the pipe wall has, and removing them takes some of that surface with it.
What you are left with can be rough, and rough is exactly what a drain does not want. Every rough patch is somewhere for the next lot of material to catch, so a line that has been cleaned out sometimes starts collecting faster than it did before any of this happened.
